Yes we can.
The CA DMV allows licensed vehicle verifiers to verify "any vehicle" regardless of the year model (except salvaged, etc).
They do have some requirements though:
For vehicles 1970 and newer the DMV does require a federal certification label to be on the driver's side door/area in addition to 1 more vin location (ie; dashboard, firewall, frame, etc.).
If this label is missing, altered, or damaged, then only the CHP can verify the vehicle.
For vehicles 1969 and older: the DMV does not require the federal certification label because the label requirement did not come into effect until 1970.
Therefore the DMV only requires 1 Vin Location for verification purposes on vehicles 1969 and older.

Some states allow it but most do not.
Montana does allow CA licensed vehicle verifiers to perform VIN verifications on vehicles that are momentarily located in California but are being registered/titled in Montana.
Utah also accepts a VIN verification from a CA licensed vehicle verifier.
Both Montana and Utah have their own specific forms that a California licensed vehicle verifier must use when verifying a vehicle.
Utah: Form TC-661 - Certificate of Inspection states the following;
" Only the following individuals may sign below, verifying that the unit’s VIN/HIN or serial number has been physically inspected: a DMV employee of Utah or another state, a designated contractor, a law enforcement agency employee, a licensed dealer, a certified safety inspector, or a person that DMV authorizes in writing."
As licensed vehicle verifiers in California - we are independent contractors that hold a special permit (license) which authorizes us to verify vehicles. The CA DMV Vehicle Verifiers handbook does not prohibit vehicle verifiers from performing vin verifications for other US States.
Montana: Form MV20(12/24) - Level 1 Vehicle/OHV Identification Number Inspection
The MV20 form located on the Montana's MVD website does not directly state that a private vin verifier can complete the form but we have verified with the Montana MVD that the following is true;
" Yes, an out-of-state law enforcement officer or VIN inspector may complete a VIN inspection on the Montana MV20 form. The inspector or law enforcement officer must provide their credentials with the MV20 form (such as a business card). "
Most other states only allow law enforcement or local DMV employees.
In 2017 the DMV revised the REG 31 to reflect change in their policy or to offer clarity on how to follow DMV procedures.
The most significant change would be the removal of the "Secondary Vin" requirement in section 6 and further goes on to say;
If you have purchased a vehicle that is registered or titled in a state other than California, then you will need to get your VIN verified to receive registration and/or title in California.
Similarly, if you have recently moved to California with your vehicle, a VIN verification is required in order to obtain California registration.

The DMV will remove inactive registrations from their system after so many years of unpaid registration.

A vin verification is a physical inspection that the CA DMV requires when a vehicle is being Registered or Titled in California for the first time, or if the vehicle was titled in California before but there are no current records with DMV. A Vin Verification is also called the "Verification of Vehicle" (Reg 31) and can only be completed by DMV authorized individuals.

If your vehicle has a revived salvaged title you must first go to the CA DMV to start the registration process. The CA DMV may refer you to the CHP for the SVIP (Salvaged Vehicle Inspection Program) for a VIN Verification.
California Licensed Vehicle verifiers cannot verify incomplete or disassembled vehicles.
You will need at least 1 supporting document such as:
a Title - Registration Card - US SF 97-1, or MSO/MCO.
Vehicle Verifiers can only verify vehicles that have supporting documents.
The DMV considers the above options official supporting documents.
Without at least 1 - you will need to contact the DMV to see what your options are.
If your vehicle was built between 1970 & Today It MUST have the
US Federal Certification Label affixed to the drivers side door area on Cars, Trucks, Vans, Etc.
Motorcycles: On fork near handlebars.
Camp/Coach Trailers: If you're at the hitch area facing your trailer - look on the right side of the body of the unit.
Motorhomes: Inside on the wall next to the drivers seat.
Carriers/Utility: Somewhere on the unit.

Did the dealership provide you with any temporary registration documents or card?
If not you may need to contact either the dealer or lender and obtain a Registration Card or a copy of the Title or MCO (Certificate of Origin).
