Who Needs REG 31?

California requires REG 31 verification for vehicles that cannot be processed through standard DMV registration. Common scenarios include:

  • Out-of-state vehicles being registered in CA
  • Unavailable CA records (last registered in California but no longer appear in the database).
  • Title discrepancies or VIN corrections on California issued titles only.
